Loïc Dorbec
Cadence Team Representative
Since July 2026, Loïc Dorbec has served as the Cadence Team Representative. Cadence acts as the private development partner for the Alto high-speed rail project. Leading this multidisciplinary team, he is responsible for advancing the project and ensuring the timely delivery of project outputs, while maintaining their robustness, consistency, and alignment with project objectives, as well as exercising rigorous control over co-development costs. Prior to his appointment as Cadence Representative, Loïc Dorbec served as Senior Director, Infrastructure Projects at CDPQ Infra, a position he held since April 2026.
A trained engineer, Loïc Dorbec spent more than 25 years with Eiffage and Bouygues, two of France’s largest construction and public works groups. From 2006 to 2025, he held a variety of leadership positions across several Eiffage divisions (Concessions, Rail Express, and Energy Systems), including General Manager, Operations Director, and Project Director. During that time, he led major public-private partnership infrastructure projects, such as the Bretagne–Pays de la Loire high-speed rail line (inaugurated in 2017) and the Dakar–Diamniadio toll highway in Senegal (inaugurated in 2013), in addition to overseeing pressurized water reactor projects in the United Kingdom and France. Earlier in his career at Bouygues, Loïc Dorbec contributed to major and complex projects in Russia, Ukraine, and Central Asia, including the New Safe Confinement at Chernobyl in Ukraine and the Astana Light Rail project in Kazakhstan.
Loïc Dorbec holds a degree from École Polytechnique (l’X) in France and a civil engineering degree from the École Polytechnique Fédérale de Lausanne (EPFL) in Switzerland.
