REM de l’Est Progress Report
In December of last year, we announced a new transit project for the east end of Montréal: REM de l’Est. Prior to the announcement, close to 18 months were spent conducting studies and analyses to develop a reference project offering the best transit solution. This large-scale project represents the biggest investment in public transit in Québec’s history. A total of 32 km of light rail track and 23 new stations will connect eastern districts with the downtown area.
Since the announcement: plentiful discussions
CDPQ Infra teams have embarked on an active dialogue period, holding over 30 meetings with various stakeholders and civil society representatives. These meetings have provided an opportunity to present the details of the project, set up discussion forums for ongoing exchanges, and take note of all proposals. Technical and environmental studies for the project are continuing with, among other things, geotechnical campaigns and seismic surveys being conducted along the entire route.
To come: an advisory committee and consultations with citizens
In March 2021, an advisory committee will be formed, made up of independent experts from civil society. These experts will come from various fields including urban development, architecture, heritage, the arts and the business community. The advisory committee’s mandate will be to make recommendations regarding the network’s architectural quality and its urban integration upstream of design. The committee will participate in developing guidelines for the architectural concept that will be imposed on consortiums in the call for tenders process. Its recommendations will be made public by the end of year so that all can take note of them prior to the BAPE public hearings.

Downtown integration scenarios analyzed
The future route of the project has been determined on the basis of a host of analyses: sector socio-economic data, mobility studies targeting the area and neighbouring areas, and an exhaustive analysis of the urban environment. A reference route has been developed based on mobility needs identified.
THE ROUTE HAD TO MEET 5 FUNDAMENTAL CRITERIA:
Based on these analyses and these criteria, several scenarios for running REM de l’Est underground in downtown Montréal were studied. These scenarios had to take into account underground infrastructures in the downtown area, including the structural integrity of Montréal metro tunnels (yellow and orange lines), and the diameter and age of the city’s various water mains and sewers. The scenarios also assessed the structural integrity of downtown building foundations, as well as construction using monotube and bitube tunnels.
